ご返答ありがとうございます。
１〜４の手順を実施してみましたが、やはり状況は変わりませ
んでした。

[postgres data]$ createdb postgres
createdb: database creation failed: ERROR:  This query is
not permitted when all
 replication servers fell down

以上です。
