私は --with-openssl をつけて configure した事はありませんので
はずしているかも知れませんが、

> ./configure --enable-locale --with-perl --with-odbc --with-pam --with-openssl=/usr/share/ssl --enable-multibyte=EUC_JP --prefix=/var/pgsql

としているのに、

> # ls -l /usr/include/openssl/ssl.h
> -rw-r--r--    1 root     root        74482  2月 28  2003 /usr/include/openssl/ssl.h

ここにヘッダがあるから、

> checking for openssl/ssl.h... no
> configure: error: header file <openssl/ssl.h> is required for OpenSSL

と、なるのではありませんか？
