参照設定で、指定のOLE参照がおかしいんじゃないんでしょうか？
元のAccess2002で使っていた参照設定がどうなっていたか確認し、
同様にAccess2000でも設定してください。

それか、スタートアップで動作させているフォームのOLEコントロールが使用
しているDllが見つからない等。
Postgresqlではなく、完全にAccessの問題です。 AccessのMLへどうぞ。
