コマンド実行しましたら、

bash-2.05a$ /usr/bin/pg_ctl -D /var/lib/pgsql/data -p /usr/bin/postmaster
start
pg_ctl: Another postmaster may be running.  Trying to start postmaster
anyway.
Found a pre-existing shared memory block (ID 98307) still in use.
If you're sure there are no old backends still running,
remove the shared memory block with ipcrm(1), or just
delete "/var/lib/pgsql/data/postmaster.pid".
pg_ctl: cannot start postmaster
Examine the log output.

こんな感じでした。

よく分かりませんが、とりあえず
postmaster.pidを削除してみましたら、無事起動できました。

起動すれば、PHPが動くと思ってましたが、うまくいきませんでしたが、
今から調査します。
