書いてる通り、「Another postmaster may be running.」なのです。
「わかりませんがやってみました」的な場当たり的な対応じゃなく
エラーの意味も考えてみてください。

動いて無くても残骸が残ったのでしょう。
前回、おかしな止め方しませんでしたか?
あるいは、何かの弾みでPostgreSQLが勝手に止まったとか。

PHPからPostgreSQLが操作できるようにコンパイルなり
モジュールの設定なりができてないからエラーが出たのでは?
PHPのMLでMySQLとの」組み合わせで言ってた話と同じような
内用そうな感じがしますが…

#「PHPが動く」ってのは表現として変な気が…
