このエラーメッセージで検索してみると、
$PGDATA のアクセス権が無いのが原因ではないか？
という情報が見つかりました。

また、普通に pg_ctl start で開始すると、
もう少し情報の多いエラーメッセージが取れるかもしれませんよ。
